4. My Lords may further perhaps be permitted to remark, although it is not a matter with which they are strictly concerned, that it seems likely that there will be almost insuperable difficulties in keeping the areas to which the Ordinance relates clear of the junks and sampans which abound in these waters and of which the crews are probably completely illiterate.

5. Copies of this letter have been sent to the War Office and Air Ministry. In view of paragraph 2 above, a copy has also been sent to the Foreign Office, and I am to suggest that a copy of the Governor of Hong Kong's despatch and enclosures thereto should also be sent to that department.
